According to this Quora post, CMU has different colleges, with engineering being separate from liberal arts, for example. If you are admitted to the College of Liberal Arts, you are not allowed to major in engineering. MIT, on the other hand, does not have such restrictions. Once admitted to MIT, you can major in anything you like.

The SAT requirements are high. According to the Carnegie Mellon University Undergraduate Admission Statistics, if you really want to get in, you could try starting at a school with lower requirements and then transfer.
